The resolutions package for the 2020 UBCM Convention is now available. UBCM’s Executive has revamped the process for the handling of resolutions at the 2020 Convention to work within the requirements of the online platform that will host the event. In keeping with overall reduced program time for Convention, the resolutions session has been shortened, a series of Special Resolutions has been identified for debate, and delegates will make more use of voting blocks.
A three-hour resolutions session has been dedicated in the agenda on Wednesday, September 23. The resolutions session will proceed as follows:
1. Ten Special Resolutions (SR) will be brought forward for individual consideration. These will reflect timely issues identified by UBCM Executive policy committees.
In advance of Convention, members who wish to propose an amendment to a special resolution may do so in writing. Proposed amendments must be received by the UBCM Executive by 4:00 p.m. on Tuesday, September 22. If more than one amendment to a resolution is received, the amendments will be dealt with in the order in which they were received. UBCM’s Parliamentarian will review all proposed amendments, as per past practice.
2. All other resolutions will be dealt within one of three groups:
- An Endorse Block of resolutions;
- A Not Endorse Block of resolutions; and
- No Recommendation resolutions
Resolutions in the Endorse block are those determined by the Resolutions Committee to be in alignment with existing policy endorsed by the members.
Those assigned to the Not Endorse block have been determined to be contrary to existing member supported policy.
Those resolutions that address new issues or that require no action will be designated No Recommendation and will be considered individually, time permitting. Those that are not considered by the end of the resolutions session will be referred to the UBCM Executive.
All resolutions in a Block are considered together, as presented, with one vote.
In advance of Convention, members who wish to remove resolutions from either of the Endorse or Not Endorse block so that they may be considered individually (in order to amend the resolution or to alter the recommendation of the Resolution Committee) will need to follow the following steps:
- Endorse a motion at a Council or Board meeting requesting removal from the Block
- Send the motion, along with the reasons for wanting to pull the resolution from the block, to the UBCM Executive. All requests for removal must be received by UBCM by noon on Friday, September 18.
The UBCM Executive will decide which removal requests are approved. Executive approval to remove a resolution will result in an amended block being presented at Convention. Any amendments to either Block will be announced during the resolutions session. Resolutions pulled from a Block for individual consideration will be referred to Executive and will not be considered during Convention.
3. If there is time remaining during the resolutions session, individual consideration of resolutions designated No Recommendation will proceed. These resolutions will be considered in the order in which they appear in the Resolutions Book. Amendments to No Recommendation resolutions will not be considered.
4. Once the three-hour time period has ended, any No Recommendation resolutions that were not considered will be referred to the UBCM Executive for consideration following Convention, as per past practice.
5. Late Resolutions (those received after the June 30 submission deadline) will be referred to the UBCM Executive for consideration following Convention.
6. Off-The-Floor Resolutions will not be permitted.
