Local Government Climate Action Program has not been renewed

As local governments are preparing annual budgets, they should be aware that the Local Government Climate Action Program (LGCAP) has not been renewed in the Ministry of Energy and Climate Solutions 2026/27 service plan. This program has provided funding for local climate resiliency work, and has been a reliable, long-term source of operational funding. 

Through LGCAP and its predecessor, the Climate Action Revenue Incentive Program, the Province has supported local climate action since 2008. The program provides guidance, resources and operational funding.

Under the current LGCAP three‑year, $74-million agreement (2024-27), every local government received a base allocation of $38,082 annually, plus an additional amount based on an adjusted per‑capita formula. These funds are widely relied upon to support staff capacity, planning, and implementation of local initiatives that reduce emissions and enhance resilience to hazards such as wildfire, flooding and extreme weather. 

Local governments have repeatedly emphasized the importance of predictable, low‑barrier funding to support climate mitigation and resilience. The independent review of CleanBC commissioned by the Province has similarly recommended extending LGCAP funding to maintain stable support for local climate action.
