Construction Prompt Payment Act: Discussion Paper released for feedback

Consultation is now under way to develop the regulations and policies to implement the Construction Prompt Payment Act (CPPA), starting with a Discussion Paper. The Act aims to ensure contractors and subcontractors will be paid on time for future construction projects. Local governments impacted by the proposed changes are invited to provide feedback until July 7, 2026. 

CCPA passed into law in November 2025, and it was recognized that time was needed to prepare the industry for the new rules, consult on related regulations, and choose an adjudication authority. 

The aim of CCPA is to legislate clear payment deadlines and provides a quick, low-cost way to resolve payment disputes. Industry partners, local governments and affected organizations are invited to share their thoughts on the Discussion Paper. Topics include: 

  • How broadly CPPA should apply,
  • Whether implementation should occur all at once or in phases,
  • Rules for when invoices, notices and payments are considered delivered or made,
  • How deadlines and business days should be calculated,
  • Interest rates for late payments,
  • Qualifications, training and fee structures for adjudicators,
  • Industry readiness, including standardized forms, and
  • Additional implementation supports.

Consultation is open from May 26, 2026 to July 7, 2026.
