Whereas rural communities in British Columbia face challenges in attracting and retaining skilled workers, particularly in essential sectors such as healthcare; And whereas healthcare students in British Columbia must complete at least 30 hours of work experience or community service as part of the Career-Life Connections program, but this requirement does not sufficiently prepare students for long-term employment in rural areas: Therefore be it resolved that UBCM request the Province of British Columbia to expand or establish a program specifically designed to place healthcare students in rural communities, providing hands on experience, and financial support; And be it further resolved that this program be developed in partnership with local governments, Indigenous communities, educational institutions, and local industries to address workforce shortages and foster long-term economic sustainability in rural areas.

Provincial Response

Ministry of Post-Secondary Education and Future Skills The Ministry of Post-Secondary Education and Future Skills PSFS funds health education seats at public Post-Secondary institutions across the province based on priorities established by the Ministry of Health. PSFS works closely with Post-Secondary institutions to support regional training for priority health professions. Many Post-Secondary institutions offer health programs regionally or through hybrid delivery with theory courses online, consolidated lab courses and practicums in a students home community. Student Practice Education is a critical component of student training across allied health, nursing, and medical programs. BCs Student Practice Education Policy outlines how network partners work together to ensure high-quality Practice Education Placements are available within BC to align with current and future health labour market needs. To encourage and support medical students to experience and pursue careers in rural healthcare, the Rural Education Action Plan REAP provides financial support, mentorship, and rural training opportunities, such as travel and accommodation subsidies, rural interest awards, and preceptor stipends. In addition, PSFS partners with 13 public Post-Secondary institutions across BC to provide work-integrated learning opportunitiessuch as practicums and community servicefor students in diverse program areas, including healthcare. Many of these institutions serve rural communities outside the Lower Mainland and place students in those regions to complete these work-integrated learning experiences.
