Whereas there is a disproportionate presence of correctional facilities that varies with each community across the province; And whereas local governments are faced with individuals who are leaving correctional facilities and who require a continuum of resources and supports for integrating into local communities: Therefore be it resolved that the UBCM advocates that the Province provide expanded targeted transitional supports such as: affordable housing options and holistic services including; mental health and wellness, education and life skills for communities with individuals leaving correctional facilities.

Provincial Response

Ministry of Public Safety and Solicitor General BC Corrections develops release plans with individuals leaving custody to help them connect with supports that are based on their unique needs and court-ordered conditions. This includes helping them with housing options and accessing government and community-based services, with extra attention given to those with mental health and substance use needs. Additionally, recently expanded Community Transition Teams with the Provincial Health Services Authority provide support to individuals with complex mental health andor substance use prior to and after their release from custody. The teams include social workers, nurses, peer workers, and Indigenous patient navigators, who work very closely with individuals to help them access immediate support services and treatment, such as prescription medication and psychiatric care, and establish ongoing care within the community. BC Corrections staff also facilitate behavioural, educational and work programs, within correctional centres and in the community, to help change individuals thinking and behaviour to reduce reoffending. Using systematic and goal-oriented teaching methods, cognitive behavioural programs help people improve their coping skills, learn how attitudes lead to behaviour and develop more positive ways of thinking and reacting to the world around them. These interventions can help individuals overcome obstacles such as their mental health, lack of social skills, and substance use.
