Whereas local governments across the Province of BC have declared climate emergencies and nuclear energy is a greenhouse gas free source of electricity; And whereas BC Hydro has put out a call for electricity production, the first time it has done so in over a decade: Therefore be it resolved that UBCM lobby the provincial government to review the Clean Energy Act, specifically to study the feasibility of a reversal on the current prohibition on nuclear energy in support of electricity production and reduction of greenhouse gas production in British Columbia.

Provincial Response

Ministry of Energy and Climate Solutions The Clean Energy Act requires that BCs electricity objectives be met without nuclear generation. BC Hydros 2025 Integrated Resource Plan confirms that nuclear power is not required to meet any of the scenarios explored in the Plan. The Province and BC Hydro remain focused on clean, affordable, and reliable sources of energy hydro, wind, solar, and storage and on doubling electricity generation by 2050 through regular calls for power. The addition of Site C has already increased BC Hydros capacity by 1,100 megawatts, or approximately 8 percent. Earlier this year, BC Hydro conducted a Request for Expressions of Interest RFEOI to gather information on capacity and baseload energy resources that could offer dependable capacity and firm baseload energy in BC. One of the goals of the RFEOI was to explore potential options and partnership opportunities. BC Hydro accepted submissions on all resource types except for nuclear and the expansion of projects currently under contract with BC Hydro.
