Whereas local governments are not compensated by the Insurance Corporation of British Columbia ICBC for responses to motor vehicle incidents inside or outside of their jurisdiction; And whereas provincial reimbursement rates for out-of-jurisdiction responses are insufficient and do not cover all of the costs associated with out-of-jurisdiction responses: Therefore be it resolved that UBCM request the provincial government consider a compensation model to assist local governments with the actual costs for all motor vehicle incident responses.
Ministry of Emergency Management and Climate Readiness The Ministry of Emergency Management and Climate Readiness EMCR understands that ICBC supports municipalities through annual grants in lieu of taxes and also supports communities through loss prevention and road safety initiatives, including partnerships for local road improvements. EMCR continues to collaborate with partners to improve the road rescue program. Recent consultations with the Fire Chiefs Association of BC have led to increases in our out-of-jurisdiction vehicle rates, and the addition of a Type 1 Structure Engine rate which was previously unavailable for out-of-jurisdiction road rescue. EMCR continues to collaborate with partner ministries to explore funding opportunities for motor vehicle incident responses. EMCR encourages communities to evaluate the impact of these recent rate increases and to share feedback and perspectives with EMCR. This will inform how well the new rates meet the needs of road rescue providers, and whether gaps remain. EMCR is also interested in other feedback that will support ongoing improvements to the road rescue program.
