Whereas the existing funding structure of the 911 emergency communications system does not account for internet and cellular revenues flowing to telecommunications companies, meaning that cellular users do not pay for the 911 services available primarily through cell phones: Therefore be it resolved that UBCM ask the Province of BC to work with local governments and telecommunications service providers to implement a 911 levy on cellular devices, to address current and future financial challenges associated with the delivery of 911 services.

Ministry of Public Safety and Solicitor General We recognize that rising costs associated with 911 service delivery have created significant pressure for local governments. That is why the Province commissioned an independent review of E Comms financial sustainability, governance, and operations to better understand the drivers behind ongoing cost increases and to ensure that 911 services across British Columbia remain transparent, affordable, and sustainable over the long term. Local governments have, for many years, expressed interest in a supplemental funding model, including options such as a call-answer levy. The Province is examining potential funding approaches for 911 services, informed by the findings and recommendations of the independent review, and considering the implications of introducing any new funding model. As this work continues, we anticipate engaging closely with local governments, UBCM, emergency service partners, the telecommunications sector, and other key stakeholders to assess policy options and determine a path forward that supports a financially resilient and effective emergency communications system for communities throughout British Columbia.
