Wireless Levy for 911 Emergency Service

WHEREAS there is currently a levy placed on land line customers to support the delivery of 911 emergency service in those areas where the service is provided; AND WHEREAS the users of cell and wireless services do not pay a call answer levy to support the delivery of 911 emergency services where the service is provided; THEREFORE BE IT RESOLVED that the Union of British Columbia Municipalities request that the provincial government introduce legislationregulations, in cooperation with the industry, that would allow a levy to be placed on cell and wireless services to contribute to the costs associated with the delivery of 911 emergency service in those areas of the province where the service is available.

Provincial Response

MINISTRY OF PUBLIC SAFETY SOLICITOR GENERAL The Ministry of Public Safety and Solicitor General has been examining various issues related to 911 emergency service, including the issue of a Call Answer Levy CAL on wireless phones. Further work is required to fully consider all options related to funding the provision of 911 emergency service across B.C. The work by the Province will be done in consultation with UBCM, local governments, the telecommunications industry, emergency service partners, and other interested parties. We are committed to actively consulting with the UBCM and other stakeholders as this work proceeds.
