WHEREAS the gravel operation permit process employed by the Ministry of Energy, Mines and Petroleum Resources does not engage adequate local input or consider local concerns: THEREFORE BE IT RESOLVED that the Ministry of Energy, Mines and Petroleum Resources be requested to review its notification process, including signage and notification to neighbouring properties, the amounts requested for reclamation bonds from applicants, and the consideration of off-site infrastructure and social impacts.

Provincial Response

Ministry of Energy, Mines and Petroleum Resources Gravel is an important resource that all communities need to build public infrastructure such as roads and hospitals, as well as private infrastructure like homes. Appropriate development of the resource is key to our way of life and provincial economy. There will be times when conflicts occur among interests only a handful of conflicts occur each year. Most are resolved amicably. The permitting process for gravel projects fully considers all health, safety and environmental issues. A permit will not be issued unless the Ministry is satisfied the operation will meet all applicable standards. Reasonable permit conditions are set to ensure public safety, minimize impact of dust and noise, and to protect habitat. Public consultation is a key part of any project review procedure. The Ministry will, and has, issued stop work orders where appropriate and will then set conditions on resuming work such that it meets all requirements.
