WHEREAS Flight Service Station and onsite weather operations contribute significantly to the viability, serviceability and safety of operations at our airports; AND WHEREAS any reduction in these services has significant financial, liability, safety and serviceability impacts on the operations of our airports and therefore on our communities overall: THEREFORE BE IT RESOLVED that the Union of BC Municipalities strongly oppose any reduction in the level of service at Flight Service Stations andor Weather Stations at Community Airports and lobby the federal government to require NAV Canada to maintain current operational levels of service.

Federal Response

TRANSPORT CANADA While Transport Canada is certainly aware of NAV CANADAS proposal for Smithers Airport, the department has yet to receive a detailed aeronautical study report from NAV CANADA relating to those changes. In accordance with the Civil Air Navigation Services Commercialization Act and the Canadian Aviation Regulations, Transport Canadas oversight role of NAV CANADAS proposed level of service changes is based on the review of aeronautical study reports for the purpose of validating that a proposed change will not result in an unacceptable risk to aviation safety. Once such a report has been received from NAV CANADA with respect to Smithers Airport, your views will be given every consideration before a final decision is made. Furthermore, given that NAV CANADA has not yet completed its aeronautical study, I would encourage you to make your views known to the company. I should also clarify that any NAV CANADA proposal for the reduction or termination of air navigation services must clearly demonstrate that aviation safety will not be compromised. It is also important to recognize that NAV CANADA is a private company that plans and manages the provision of air navigation services to meet the needs of the aviation community.
