WHEREAS municipalities lack the legislative tools to adequately deal with certain types of problem properties and the collection of outstanding municipal fines: THEREFORE BE IT RESOLVED that the Government of British Columbia amend the Community Charter to provide local governments other methods of collecting outstanding Municipal Ticket Information MTI tickets including legislative changes.

Provincial Response

MINISTRY OF COMMUNITY RURAL DEVELOPMENT Property taxes and unpaid fees or charges are directly related to the cost of services provided by a municipality. Property taxes are not intended to be punitive in nature and as such are not a suitable method for collecting unpaid Municipal Ticket Information fines. Municipalities currently have the ability to collect unpaid fines through either a collection agency or small claims court. These methods are common to local governments across Canada and have proven to be effective.
