WHEREAS provincial assets such as land and buildings are being publicly offered for sale at market value; AND WHEREAS there are times when these assets are sold without the communitys knowledge, resulting in lost opportunities and negative financial impacts: THEREFORE BE IT RESOLVED that any provincially owned lands or buildings that are no longer required be offered first to the local governments for community use at a reduced rate.

Provincial Response

Ministry of Agriculture and Lands The Provinces new policy on Free Crown Grants and Nominal Rent Tenures provides that local governments can apply to acquire a Crown land disposition at a reduced rate. The Province also follows policy and procedures regarding the sale of land, and on occasions, the sale of buildings. These sales occur at market value and are done through an open public offering system. The Ministry of Agriculture and Lands will build on these policies by undertaking an initiative to develop a responsive land tenuring framework that balances the important social, environmental, and economic values that must be considered when land use decisions are made. This work is complex and will take some time to initiate and plan. The Ministry of Agriculture and Lands will continue to work with the UBCM in developing the land tenuring framework and identifying opportunities to better coordinate land use decisions in consideration of local governments community needs.
