As members begin drafting resolutions for the 2026 Area Association conventions, please keep in mind the extraordinary resolution that passed in 2025 which will apply a new framework to ensure resolutions considered by the membership at Convention are: focused on new issues, within local government scope, province-wide in nature, and clearly written.
UBCM held its first full quarterly meeting with the 2025-2026 Executive Board members on November 13-14, welcoming new and returning members. Executive members made decisions on all 57 resolutions that didn’t make it to the floor at 2025 Convention – see the full table below. Executive met with ministers Brittny Anderson and Christine Boyle to discuss several matters, including the Okanagan Falls incorporation process, regional district legislative reform, and the potential impact of bill M216 – Professional Reliance Act on local governments.
Of the 200+ resolutions brought forward to Convention this year, 57 have been referred to Executive to consider. Most of these are resolutions that were not considered at Convention due to lack of time.
Executive will address these resolutions during the next quarterly meeting in November, and decisions will be shared in The Compass. Endorsed resolutions will be conveyed to the appropriate order of government.

Every year the UBCM Executive sponsors special resolutions that address priority issues. This year they get at some of the specific areas where coordination is needed to respond to complex social issues that are beyond the jurisdiction of any one body.
These resolutions will be individually considered by the membership at the first resolutions session on Wednesday morning, including one extraordinary resolution that proposes a new framework to evaluate resolutions in future years.
UBCM Resolutions are an essential part of local government advocacy in BC. Each year hundreds of issues are raised for debate at the UBCM Convention. The volume is an indicator of the wide range of issues that communities deal with – but the sheer number poses some challenges. UBCM Executive is proposing a new framework to streamline the process.
UBCM’s 2025 Convention will be held in Victoria September 22-26. Our annual report and resolutions that will be considered during the business session are now available.
The Province has provided its responses to resolutions endorsed at the 2024 UBCM Convention, as well as those resolutions that were referred to and endorsed by the UBCM Executive.
Members are reminded that they can submit resolutions directly to UBCM until June 15.
Any resolution submitted after June 15 will be considered a Late Resolution. Late Resolutions will only be sent for debate at Convention if the topic is considered new, emergency, and not known as of the June 15 deadline. For more, refer to the Resolutions Process.
The UBCM Executive held its quarterly Executive meeting in Richmond February 20-21, 2025. It was the first opportunity for the full UBCM Executive to meet with provincial Ministers newly responsible for local government affairs. We look forward to productive collaboration with the Honourable Ravi Kahlon, Minister of Housing and Municipal Affairs, and the Honourable Brittny Anderson, Minister of State for Local Governments and Rural Communities on priority issues including housing, local government finance, addressing impacts of tariff on BC communities and more.
The Province has provided an additional set of responses to the 2023 resolutions. This additional set covers off all but one of the resolutions that were provincially focused and conveyed to the Province following Convention 2023.
