UBCM urges legislative committee to recommend against Bill M216

Publishing Date

Private member’s bill M216 passed second reading and has been sent to the Select Standing Committee on Private Bills and Private Members’ Bills for review. UBCM’s submission to the committee warns that the bill will disrupt an already strained planning system.

UBCM Submission on Bill M 216 - 2025 Professional Reliance Act

The proposed legislation was developed without local government input and is likely to undermine public safety and increase liability for local governments. UBCM’s submission shows how the act will create new bottlenecks – rather than speed up approvals – and remove essential oversight tools like peer reviews. While aiming to accelerate housing delivery, the bill’s rigid, province-wide model ignores local context, and introduces ambiguity around roles, accountability and implementation. UBCM strongly encourages the Committee to recommend back to the House that Bill M 216 not proceed further.
