Whereas local governments across British Columbia are responding to increased use of unconventional housing forms, including recreational vehicles, park model trailers, moveable tiny homes, and similar units used for long-term occupancy; And whereas these housing forms do not fit neatly within existing regulatory and servicing frameworks designed for conventional permanent dwellings, creating uncertainty for residents, property owners, local governments, and other regulators; And whereas provincial housing objectives cannot be achieved through land use permissions alone, as water, wastewater, electrical servicing, fire access, roads, environmental protection, and infrastructure capacity must also be addressed: Therefore be it resolved that UBCM urge the Province of British Columbia to develop clear and flexible servicing standards, implementation guidance, and funding programs to support the safe and appropriate use of unconventional housing forms, including recreational vehicles, park model trailers, moveable tiny homes, and similar units used for long-term occupancy; And be it further resolved that the Province provide local governments with the tools and guidance necessary to consider these housing forms across diverse community contexts, including rural, remote, unincorporated, individual, shared, and clustered housing settings.
