Whereas the Province of British Columbia has imposed housing targets on municipalities, including expectations for affordable below-market units; And whereas the Province has indefinitely paused new intakes to the Community Housing Fund, its primary capital program for non-market and affordable rental housing, thereby stalling shovel-ready projects, stranding pre-development investments by non-profit societies and local governments, and worsening housing pressures for renters, working families, seniors, and employers: Therefore be it resolved that UBCM urge the Province of British Columbia to reinstate the Community Housing Fund, providing funding to support cancelled or stalled projects, and predictable, ongoing capital funding to support the delivery of non-market and affordable housing; And be it further resolved that UBCM call on the Province to align housing target orders with the availability of provincial housing funding, and to refrain from penalizing municipalities for unmet targets arising from the suspension or withdrawal of provincial funding, or from other factors beyond municipal control.
