Whereas there is an ongoing desire to ensure that the UBCM Executive represents the organizations membership, and elected representatives from some members have expressed concerns about challenges faced in achieving election to positions on the Executive; And whereas an independent governance review commissioned by UBCM identified options for creating or amending Executive positions to improve member inclusion, representation by population size, as well as continuity of representation; And whereas amendments to the UBCM Bylaws are required to modify the composition of the Executive; with Extraordinary Resolution being the means to make amendments to the Bylaws: Therefore be it resolved that the current UBCM Bylaws 2025 be amended by replacing those sections in the column marked Current in the Table of Proposed Amendments to the UBCM Bylaws, with those sections appearing in the column marked Proposed, in order to advance the breadth, effectiveness, and continuity of member representation on the UBCM Executive; And be it further resolved that the proposed amendments be phased in to take effect over the 2027 and 2028 UBCM Annual Conventions.
