Canadian Free Trade Agreement rules for procurement notices

A new regulation for procurement notices is coming into effect as of September 2026 for local governments. Per new Canadian Free Trade Agreement rules, all procurement notices covered under CFTA must be posted on CanadaBuys, the federal government’s procurement platform. Procurement opportunities posted on BC Bid already meet this requirement, as BC Bid automatically forwards all postings to CanadaBuys. 

The new regulation applies to local governments, provincial and territorial governments, and public sector organizations.

If your local government does not currently use BC Bid, it is recommended that all procurement opportunities are posted there to maintain compliance. Registering for BC Bid involves several steps; detailed information and instructions are available on the BC Bid resources page. New CFTA thresholds took effect on January 1, 2026. For full details, please refer to the Treasury Board Secretariat’s Contracting Policy Notice 2025-8 on Trade Agreements.

To support compliance with the thresholds, it is recommended that local governments: 

  • Review the new CFTA procurement thresholds
  • Update your procurement processes to reflect the new CFTA thresholds
  • Post your procurement opportunities on BC Bid so they are forwarded to CanadaBuys
