UBCM Submission re: Local Elections Expense Limits

On October 9, 2014 the Legislative Assembly announced the establishment of an all-party Special Committee on Local Election Expense Limits. 

The committee's work will be undertaken in two phases and will draw upon the joint UBCM - Province Local Government Elections Task Force report and the results of public consultations on expense limits conducted by the Ministry of Community, Sport and Cultural Development from November, 2013 to January, 2014. 

On November 3, 2014, UBCM conveyed its submission to the Special Committee as part of phase 1 deliberations. 

On April 15, 2015, UBCM President Sav Dhaliwal delivered a presentation [PDF - 596 KB] to the Special Committee as part of phase 2 deliberations.

On September 25, 2013, members of the UBCM Executive met with Linda Reimer, MLA, Parliamentary Secretary for Communities to the Minister of Community, Sport & Cultural Development. During the meeting, UBCM outlined the policy position [PDF - 84 KB] of the UBCM membership regarding several areas dealt with in the provincial White Paper on Local Government Elections Reform.

White Paper on Local Government Elections Reform

The provincial government has published a White Paper on Local Government Elections Reform, based on the recommendations of the Local Government Elections Task Force. The paper provides an overview of intended changes for the 2014 local elections and a draft of a proposed new Local Elections Campaign Financing Act. The Province is inviting comments on the proposed modernization of the legislation, and has indicated that comments are welcome until October 23, 2013.

Status of Recommendations

The Province indicated that it would seek to implement the Task Force's recommendations in time for the 2014 elections rather than 2011. As a result, the 2011 local general election was run under the same legislation and regulations as in 2008, with one exception: the eligibility of local government volunteers to run for office within their local government was to be clarified by regulation.

Background

On October 2, 2009, Premier Gordon Campbell announced a joint Task Force to make recommendations for legislative changes to improve the electoral process for local government elections across B.C. The Task Force has been asked to report out by May 30, 2010.

A six-member Task Force has been established, co-chaired by Bill Bennett, Minister of Community and Rural Development, and Harry Nyce, UBCM President. Other Task Force members include: Councillor Barbara Steele, Surrey, UBCM First VP and Mayor Mary Sjostrom, Quesnel, UBCM Third VP. The two provincial appointees are MLAs Donna Barnett and Douglas Horne.

The Task Force is reviewing specific issues related to local government elections including:

  • Campaign finance, including contribution / spending disclosure and limits, and tax credits
  • Enforcement processes and outcomes
  • Role of the chief electoral officer (B.C.) in local government elections
  • Election cycle (term of office)
  • Corporate vote
  • Other agreed upon matters, (e.g. matters raised in UBCM resolutions such as eligibility of local government volunteers to be candidates)
