UBCM Cannabis Policy Technical Working Group


The UBCM Cannabis Policy Technical Working Group was established in November 2019 to provide a forum for local governments to raise issues and concerns related to non-medical cannabis, and engage with the provincial government regarding new and ongoing policy and technical issues. This Working Group replaces the Joint Provincial-Local Government Committee on Cannabis Regulation (JCCR), which was discontinued after completing all of its primary objectives.


The Working Group is structured to include 7-9 local government staff members and subject matter experts, meeting on an as-needed basis via teleconference or videoconference. Current members include:

Prior JCCR Work

Prior to being replaced by the UBCM Cannabis Policy Technical Working Group, the JCCR was the primary venue for local government input into the development of a provincial cannabis framework. The JCCR's two primary submissions (see below) included recommendations that were largely accepted by the Province in creating BC's legalized cannabis framework.
