Federal Abandoned Vessels Legislation Introduced

On October 30, the federal government introduced legislation to address wrecked, abandoned or hazardous vessels in Canadian waters. The introduction of the legislation falls on the one-year anniversary of the federal government’s $1.5 billion Ocean Protection Plan.

Bill C-64 will:

  • prohibit vessel abandonment; 

  • strengthen owner responsibility and liability for hazardous vessels and wrecks, including 
costs for clean-up and removal; and 

  • empower the Government of Canada to take proactive action on hazardous vessels 
before they become more costly to Canadians. 


The UBCM membership has consistently endorsed resolutions calling on the provincial and federal governments to develop a solution to the issue of abandoned and derelict vessels.

At the most recent UBCM Convention, B.C. local government endorsed resolution 2017-B26, which called for the development of a national strategy for abandoned vessels.
