UBCM testifies on Revised Additions to Reserve Policy

On December 3, UBCM presented on behalf of FCM to the House of Commons Standing Committee on Aboriginal Affairs and Northern Development in Ottawa regarding the revised Policy on Additions to Reserve/Reserve creation. The testimony allowed UBCM to convey member concerns contained within UBCM's Submission on Proposed Revisions to the Federal Policy on Additions to Reserve/Reserve Creation, including local government consultation, non-contiguous land selection, servicing, fiscal implications, and land use compatibility.

UBCM was represented by Councillor Murry Krause, Chair of the UBCM First Nations Relations Committee, and Mr. Gary MacIsaac, UBCM Executive Director. Metro Vancouver also testified to the Standing Committee. Mayor Ernie Daykin, Chair of the Metro Vancouver Aboriginal Relations Committee, and Mr. Ralph Hildebrand, General Manager of 
 Corporate Services/Corporate Counsel, represented Metro Vancouver.

The UBCM First Nations Relations Committee has been monitoring the ATR policy review since 2010. Most recently, AANDC staff presented on the revised ATR policy to the First Nations Relations Committee in July 2013, and at the UBCM Convention in September 2013. Both presentations were met with calls for more substantial, meaningful consultation with local government on this policy. In July 2013, the revised policy was released for public comment, and UBCM solicited member feedback. This feedback, as well as UBCM policy and analysis were consolidated to form UBCM's Submission on Proposed Revisions to the Federal Policy on Additions to Reserve/Reserve Creation.
